ah shit I can't into reading comprehension.
But yeah you could put evio and Earth Power on that shit (STAB + Sheer Force make it better than EQ), it's bretty goob and has a surprisingly high base attack.

It's slow as fuck though.

Maybe it could find some use in a Trick Room team? Too bad it's so damn frail (45/45/45) even with Eviolite, so I guess it'd be better off with CB or something.
