As much as I would miss some of my Pokemon, I hope they don't allow transfers. 3DS hasn't bee hacked *yet* and GF should take advantage of that by making everyone start at square one.

If it does become possible then it will probably be (free) DLC at a later date and not on the vanilla game

Gateway is basically just a bootleg card you can rewrite. It will open no doors for hacking of any sort, none that a regular legitimate game cartridge wouldn't open anyway.

Hacked save files are already a possibility on retail carts with certain USB dongles. Just need to wait for someone to figure out how the saves work.

Can't cite, but it's probably because they're trying to find a way to migrate them without it being crackable. If they make an app that extracts your pokemon as a .pkm file or some stuff like that, it could be possible to sav edit something up and infrareddit to X/Y.
