Japan actually got Pokemon Blue. It was considered a minor revision over both Red/Green.
Which is why we got Red/Blue. Our Red version is actually their Blue version with some slight differences, such as exclusives.
We got the game later, so they had time to give us two versions, both the retooled Blue they had.
