Memory learned to talk all on his own to impress another Pokemon.

Hypothetically any Pokemon could speak. Hell Meowth could teach the other rocket Pokemon to. Why have they not taken advantage of this.

The Crow is the best imitator of the human voice over all other animals, Japanese people often have pet crows and teaching them to talk is not difficult.

You can search in youtube for a talking crow and notice that this animal can make male and female human voices just for fun.

Yes! And Lucario, who is neither legendary, psychic, or ghost.

Meowth is the only one (besides movie Slowking) that can talk in the traditional sense.
