Fish, cephalopds, cetaceans, and crustaceans. The vast majority of Water-types aren't amphibious, mammalian, avian, or reptilian. I can think of a few besides the starters, but the number of Pokemon based on entirely aquatic animals outweighs those that are semi-aquatic.
