Who cares what fanart does? There's a ton of other inconsistencies other than this that alter a poke's appearance in fanart. I've seen tits on plenty of pokemon, usually humanoid/feminine pokemon though. You don't see tits on pikachu because it's small and cute, just like you generally don't see tits on most of the small, cute ones (Bulbasaur, Cyndaquil, etc.)
