DP went the furthest into their backstories of any of the series so far, and DP allowed them to participate in the story as more than just people stalking Ash to kidnap Pikachu. BW Team Rocket is nice how they're more important, don't always lose, and it is nice that they are no longer the butt of every episode, however BW completely neglected Team Rocket's personality which up until that point was what defined them. James just isn't James anymore in BW. Sure, it is character development, however we've lost what made him so likeable as a character in the first place. What we need is a good balance between the two and more overarcing episodes revolving around them.
As a matter of fact, I strongly disliked Jessie until the contest episodes. I still find it amusing that she's a much better coordinator than Dawn, who has the support of countless others and still struggles while Jessie gets by with the help of James and Meowth alone.
