Xatu has got the ability to threaten Skarmory and Ferrothorn and spread status, unlike Espeon, and U-turn proves to be a really useful move. I've even seen some weird sets with Sucker Punch. Roost is also way more reliable than Morning Sun, Espeon's only recovery move.
Espeon can stand on it's own with it's better stats and baton pass subs and boosts, but Xatu isn't bad at all at supporting, and it fits perfectly on some teams. It's not really that much of an inferior pokemon if you know how to use it.
