The region was meant to be a tropical one, and show the theme of land and water. The only time you would EVER need to Surf is when you're getting to the 7th gym-Elite Four. That's it.
If you wanted Regis, you didn't have to Surf, you could've went to fucking TRU and gotten one. You wanted to go to Sky Pillar? Buy a shit ton of repels from the Department Store which GameFreak purposedly put before you went to Mossdeep so you wouldn't get fucked by Tentacools and Wingul.
