If the official art for Swirlix looked like he does in-game, with him just standing about normally like a fluffy dog-monster, would the words "cotton candy" even have popped into anyone's head? If it's title were something different, then until it tucked it's feet in during it's battle animation, no one would even have made the connection to the food.
It's how you look at it, I think. I don't see Swirlix as food with legs and a face. I see it as a cute dog-thing that kind of resembles food. And that's only sometimes.
