How will the English dub catch up with the Japanese anime in time for X&Y's anime to begin? The games are getting a simultaneous global release, I assume the anime would be too.

you assume wrong. cartoon network barely cares and will happily air the cartoon with a healthy buffer.

It's the nintendo marketers that are sweating and would want the XY episodes out at the same time. they might tell the series to stop the current season and just skip to the XY episodes. not the smoothest transition but the most likely one.
