Depends on the rest of your team. Some of my favorite water types are Gastrodon, Milotic, Slowbro, Empoleon, and Feraligatr.
There are also some other really powerful water types that I don't personally care for (but you might), such as Vaporeon, Suicune, Cloyster, and Keldeo. And of course, there's everyone's favorite: dream world Politoed, if you want to base your team around rain.
