If you don't like a puffy dog, you still have an armored dragon or a spooky ghost. If you hate anything based on ungulates you can avoid them and train bears instead. I personally don't like most steel types but some people fucking love them, and pokemon like gulpin usually have a few fans.
creature designs are a really difficult topic to debate because everyone has different things they like to see. At best you can cover the absolute basics like color theory but past that it gets fuzzy. You have to decide how well the design fits with the theme or tone of the work that encompasses it. A Silent Hill monster cannot be judged by pokemon standards, you have to decide if it's effective based on other standards. I'm kind of sidetracking here but I think in the realm of pokemon Swirlix fits in just fine. I could see why people might not like it but I think it's very 'jigglypuff' and not too offensive. Heck I'm a bit Vanilluxe fan, but I can see why people feel that one is out of place WAY more than this guy.
I jsut think it's kind of pointless to argue that it's "bad" based on factors that are extremely based on the beholder's tastes. Rather than just.. I don't know not catching one.
