Charizard and Gyarados, namely. also, if we're excluding the legendaries and pseudolegendaries, that essentially rules out all the fully evolved dragons existing in the game save for maybe half a party's worth, depending on where your overlap ends up being and of course, what generation your playing. after all, Lance used a Gyarados, and he was the "Dragon Master."
I'd like them to drop flying from all the dragon types with it, just because the x4 weakness to ice seems unnecessary, but also because there's no reason they can't learn flying type moves without being that type. its as though the flying type has no individual identity, it only exists as an add-on to other types. and in the case of Charizard and Gyarados, it muddies their identities. they're dragons, but I think the devs didn't want to overuse the type at first, to make it feel "rare," and then didn't want to change it when they eventually spoiled that feeling anyway. also, early on, Dragon was an extremely underdeveloped type. how many 1st gen dragon moves are there? one. Dragon Rage, and it doesn't get STAB or super-effectiveness or anything, because its a set damage move. its not hard to imagine that in those early days, the decision was made to keep Charizard and Gyarados viable, but in the end it ends up kind of hampering them.
