Aggron isn't faster than Blastoise, and even if he somehow takes him out with a thunder, he has a Lapras who can achieve the same effect against him.
And as you said, it assumes that their teams are at the same level. If not, lel. Steven loses pretty much every time regardless, his reliance on only a few types is his downfall.
