well, Mantine or Chandelure ar my favs.

Also, Mantine has +1 for friendship with remoraid.

But a fully marine pokemon and an inanimate object will be kinda difficult for a mascot.

It's gen 1, so it was an option from the start, it's cute and simple so they could plaster it on everything like with Pikachu, and it has a fuckton of evolutions which is one of the most defining aspects of Pokemon.
The only thing it's missing is a distinctive color scheme like Piachu's.

To be honest, no Pokemon feels as fitting to be mascot as Pikachu is even though it's not one of my favorites at all. It's cute and cool at the same time. Maybe Raichu, dunno.

That doesn't matter. Pikachu is the mascot because of Ash, Ash was originally going to have Clefairy. Therefor if Pikachu wasn't the mascot it would be clefairy Plus he'd still have a fairy type.

its cute, its cool, it represents an important part of pokemon, its not part of a 3 starter set but its still a starter (just like pika), and its from gen 1 so they wouldnt have had to wait for a mascot
