AT: 31

It has a Quirky nature and its characteristic is 'Likes to trash about'.
Can someone tell me if these IVs are accurate and if they're any good? I know that 31 Attack is great but what about HP and Speed?
Should I keep this Dratini or reset and try for a different one?
