Well Raichu's a mouse, and this is clearly a gerbil because of its flared tail.

If you think about it, it makes much more sense for other electric rodent species to look like raichu than pikachu. Raichu is the adult creature.

Maybe raichu IS the mega form, but we didn't know it yet because of a perfectly reasonable explanation that will be retconned later. Pichu -> that fucker -> Pikachu -> MEGAPIKACHU. Also, thunderstones are megastones in disguise.
