To start out with, Wotter was the nickname given to Oshawott before we knew its English name. At some point before Black And White released in Japan, the designs for Serperior, Emboar and Samurott were leaked. Remember how surprised you were when you first saw them? Well, with it being a leak, people believed it was fake. One person even went on and claimed he designed them and broke down their resemblances to older Pokemon.
Then they were officially revealed. There was a shitstorm. People were pissed off. Hence they called this event Wottergate after Watergate from the 70s.
