To be fair, the # of Pokémon is starting to get pretty high. People find out that there are 800 Pokémon now and they give up before they even start playing; that's just too damn many to catch. Game Freak needed to come up with a way to refresh the series and keep things new and exciting without adding to dex count.

Oh yeah, that worked GREAT for gen 3. The fans LOVED the fact that they couldn't transfer any of their pokemon.
