Every source so far has reported this gen's amount of new pokemon to be the smallest BY FAR, but I don't expect temporary forms to take up space. They're just a shitty mechanic used to give the illusion that there will be more pokemon than there actually are.

Gen II introduced 100 new ones, and in case you didn't notice they fucked up gloriously on distributing them across the new region. Hopefully Gamefreak have learned from their mistake, they seem to since Gen III has a great selection of the at the time 'new' Pokemon.
