For one, if any other starter gets it, it will be Charizard. If they can give Ampharos a Dragon form, then it needs one too. The others are kinda random, like any new evo was before. In line with above, Gyarados too. I can't think of others that need a type fix. It's pretty much useless to even guess who needs a more powerful form, as anything can get it now, even legends.
