A dragon can be a whatever kind of clusterfuck because come on do some research. There are a shitton of different dragons. Some don't even have wings.

Dragon is an old term for lizard or serpent. Any lizard or snake like creature could be called a dragon. It was used even as late as the early 20th century when the Komodo Dragon was given its name.

Both of these pokemon had choices.

Charizard could match Fire, Flying or Dragon. Since it was a starter they went Fire/Flying to keep it on par with the other two.
Fire/Flying matchs just as well as Fire/Dragon, since charzaird produces flames and flies.

Aerodactly is a dinosaur and for some reason all fossils have to be rock (i guess). Since its based off a flying Dinosaur...ya self explanatory. Much less to do with dragon then being a rock/flying.
