Would work, if 3DS games are capable of downloading new patches that add extensive content like this.

Otherwise, people will just end up looking through the game code, and finding all of the hidden 3d models, etc.

Forgive me if they can't do this, I'm only guessing about what can be accessed from a game cartridge

What I think will happen is that only 50+ or so pokemon will have megalutions at launch. But with proper dlc being a thing with the 3ds, they can keep adding as many new mega evos as they want.

The dlc's won't be paid though, gamefreak has said many times that they will never do a paid dlc.

Possibly. There is a program known as 3DS Explorer that can rip models, text, textures, and sprites from games. It is also possible for it to undo encryption (if your GPU is good) and read hidden or unused game assets from savegame data, allowed to be saved to the SD card as of the latest system update.
