>>13342774They're basically "energy" dragons. Reshiram is natural energy (fire) that's why it's design is more animal-like, Zekrom is man-made energy (electricity) that's why it's design is very technological/unnatural-looking.
I'm assuming it's tail is supposed to resemble a rocket booster, but it's not a rocket, it's mostly just a dragon.
