No, this is a reboot for the series.
Due to many changes to the core game and the inclusion of an even higher tier of Pokemon they have decided to revamp the entire Pokedex statistics in order to balance the game and reintroduce Pokemon that were getting left behind.
Because of this it will not be possible to migrate Pokemon from older generations to Pokemon X/Y.
