Actually not Gen 3 or 4. Gen 4 had you depositing into the PC or something stupid like that every time your stats changed or else you wouldn't actually have the effect.

Wasn't the problem that EVs were only received when you gained XP, and level 100s didn't gain XP any more? All the gen IV Arceuses were 100/100/100/100/100 because they could only have vitamin EVs.

There was an AR code for the Daycare in HG/SS where you put any Pokémon in while holding select, save, reset, and then take it out, and it will have max stats at level 100.
I believe it was:
