I'd probably say the same, maybe a bit less so, with Gen 3. I can list off things like Flygon, Aggron, Metagross, Salamence, Spoink, Spheal, the legendaries, the starters, and more easily.
I can't exactly say the same about Gen 2 or 4. The worst part is how few new Pokemon both of them created. The exceptions to my opinions in those two would be in what designs are actually good. Though, Gen 2 was more on the bland and forgettable side than the bad side.
Of course this is still all opinion, I'm not even the guy you originally responded to.
