Usually, I hate pre-evos too, but this is the one case where I would like it because I like the design and it makes more sense than Kangaskhan hatching with a baby already in its pouch.

It can be explained away as asexually reproducing when it evolves. I think it makes more sense that way than a Pokemon that is born as an adult with a baby in its pouch.
