Just beat the Rocket game corner with 4 badges and doing the Pokemon Tower now.

I'm only using three Pokemon and they're all about 37 and all the Pokes im fighting are barely in the 20's.

Is this normal or am I using a dodgy ROM?

Sorry if this is a daft question, I just honestly can't remember if this is normal or not.
