So I'd have to say Ben (despite his mediocre name)/Summer. I don't really think about the PMD protags too much, and, assuming that if you want to exclude Wes, you also want to exclude XD-protag-whose-name-escapes-me, there aren't really any other notable spinoffs that actually have real human protagonists instead of just interacting with Pokémon besides Snap, and that kid was kinda lame.
