I don't see why Ampharos just can't learn Dragon-type moves normally, but still doesn't gain the Dragon-type without mega evolving.

are you literally retarded? movepool changes a lot for lots of poke every gen. adding moves happened even between BW and BW2

I don't know what they can possibly do then... unless Ampharos gets four additional moves that you can also breed, learn, etc., like normal, but they only become available upon mega evolving, replacing its normal move list.

It's completely possible. You choose both move lists outside of combat, but mega Ampharos' cannot be used in combat without mega evolving, at which point that move list replaces the previous one. When you exit combat, it once again becomes unavailable. Seems like a no-brainer solution to me.

because meteor is always from a tutor.
I'm a strong believer that when megaevolved the moveset changes but it changes to a specific set. nothing can be learned outside of it. i dont see how it can if it's during 1 battle only

It already learns Outrage from the BW2 move tutor, I don't see why they can't extend Draco Meteor to it in Gen 6, or even make it the only non-dragon type to be able to learn it.
