What I don't understand is, if mega evolutions is only for fully evolved pokemon, how can the baby be the one to mega evolve? Are they implying that the baby is still considered kangaskan?

Yes. The Baby Kangaskhan is really just an underdeveloped twin of the "normal" Kangaskhan. That's why every Kangaskhan is born with one in its pouch.

Kangaskhan is one Pokemon, until the baby gets big enough and becomes it's own Kangaskhan, and then it gets a baby.

It's a perpetual cycle of twins.

If you were to look at it from an actual stand point, a Kangaskhan would likely hatch from an egg as a tiny baby Kanga, and then eventually grow into an adult. However since in the game you can use Pokemon immediately after hatching...

It's fucking simple.

Or the Baby Kangaskhan in the one which hatches from the egg, and the mother "appears" to protect it, similar to how Slowpoke needs a Shellder to evolve without one actually being in your party. If they're "twins" then Parental Bond doesn't really make sense.

Or they could have just made a baby kangaskhan when they introduced babies way back in Gen 2, but they didn't.

That's just like saying that Vulpix hatches from its egg already with multiple tails, which information regarding Vulpix has stated that it is born with one, large white tail that eventually splits into multiple tails.

So, by the logic which you ever so clearly stated, they could have easily made a pre-evo of Vulpix sometime that had the white tail. However, they didn't, so it clearly must hatch from its egg as it already is.

This is pretty sick, but Kangaskhan is pretty underwhelming overall. This will make it really good though if the ability is exclusive and it doesn't get distributed to Nidoqueen.

sounds good to me. First attack at 100%, second is a status to mess with the opponent.

2 attacks brings up a lot of questions. Can I hyper beam every turn if I alternate between the two? Can I outrage with one and still have moves (maybe even switching!) with the other? Can I use an item with one and an attack with the other? Sub or protect with one to protect both?
My guess is that "two attacks" is just hype and it's actually just 1 normal attack with a second small damage bonus. Good for breaking subs but largely nothing impressive.

Roo would have like 30% of the regular damage since it's a fucking kid, with none of the additional effects of the original move. The way I see it, Kanga would break sashes/Sturdy, and Roo would just finish the job. Basically like a floating ball that shoots what you shoot at for just a little more damage.
