So basically you'd need to make the entire game better than current Ubers, shitty typed and stated Pokemon and all (hint: you can't without doing retarded shit like abilities that set every stat to +6) in order to make Scizor unviable. And even then, unless Gen VI introduced a Pokemon that was EXACTLY Scizor but with better stats, it'd still be viable.
There's this little thing called a niche, if you can't invalidate that niche, no matter how OP as shit everything is around that Pokemon compared to it, it stays viable. This is why stuff like Haxorus and Toxicroak hang on to OU by threads. They're bad but nothing is strictly them but better.
