Why is it that in every Mawile illustration, the horns on its head are drooling? They're not mouths, they're horns; the PokéDex very explicitly says so.

They're horns that evolved into mouths. Or rather, they're stylized like mouths to give the impression that it is a mouth. In any case, it's on par with artists giving Brendan/Ruby white hair or people referring to Green as Gary.

They are horns, but the horns have mouths.
The outside of it is a metal horn that opens and serves as a mouth when it bites down on things.

Because that part of Mawile's body is based on a mouth. Mawile is some Japanese monster thing that lures men in with it's front side (A woman) and then eats them with it's backside (A giant mouth)

Well, Mawile's horn(s) are apparently adapted to catch, kill, and eat prey.

I always imagined that Mawile's esophagus and spine somehow evolved to extent past the sinus system and skull and into the horn for digestion and support, respectively.

Although, I'm not sure the horn itself could drool, it would certainly make sense to secrete something to aid with digestion.

Maybe the "drool" is some type of lure. Remember, Gloom's "drool" is actually honey to lure insects so it's probably the same with Mawile. In fact, I remember a lot of instances on the anime where there were Gloom that didn't drool.
