Keep Ice Beam for sure. It goes off of its Sp. Attack AND you get a 50% STAB since Glaceon's pure Ice. If you're playing Gen IV games, Water Pulse will kind of help against Rock and Fire Pokemon to give it a little coverage. You could use Mirror Coat. I don't know. Kind of hard to think of moves for Glaceon.

Growl was legit during GSC stall wars. and decent in-game since NPCs don't switch.

I'd say, keep growl, and replace quick attack and ice fang with TM moves. Though ice shard is slightly more useful because of STAB.
