So... the two rarest (and coolest) Pokemon types are Ghost and Dragon. Why do all Pure Ghost type Pokemon look like so much shit? Why are there so few pure dragon types, with only one fully evolved pure dragon?

That's why they are rare.

And you're an idiot if you think the pure Ghosts look bad. Ghost is the only type with literally no completely bad Pokemon, design-wise.

"Fully Evolved" does not - in the context of Pokemon- mean "Has evolved from one or two previous somethings" it means, much as the two words actually suggest when you read them, that the Pokemon has "Evolved Fully" meaning that there are no further evolutions after it.
