In terms of well done hacks, I think Ash Gray is one of the best, even if you don't like the anime.

As far as best in my opinion, I think that spot belongs to Blue Kaizo. Level 100 Weedle out of nowhere, anyone?

Flora Sky is ok. The region is nice. But I really question the particular 4th and 5th gen pokemon added. A lot of them couldn't use their STABs at all and better choices could have definitely have been made. Also, the legend spam story and the orignal characters were terrible.

Touhoumon Another World is pretty good,
Touhoumon(there are some versions) and Moemon is the only ones that I know that changed the "pokemon" database.
So it is as fun as a first run pokemon game.
