Splash could at least be useful for PP stalling if for some god forsaken reason you actually PLAN on doing that.
My vote goes to Razor Wind followed closely by Synchronoise and Natural Gift.

It can be used in Double Battles. If something has a dragon dance up or you know it's going to use priority, you could quash it and allow your other poke to take it out.

Synchronoise is the fucking worst. It has less base power than Psychic, almost only Psychic types learn it (fucking UMBREON learns it) and its only redeemable feature is that in some theoretical bullshit scenario where you're up against 3 people of the same type as yours, it'll be better than Psychic.

Give it 150 base power or something, so that it's useful for some kind of gimmicky strategy.
