A lot of kids nowadays had Gen 3 has their first game, so they probably just chose the most popular Hoenn starter to target that particular audience. Plus, they never made a Hoenn remake and probably never will so of course it's going to get some love this gen.

Why would the other Hoenn ones not, meaning in a Hoenn remake the starters would be hideously unbalanced?

Why would the Kalos starters not get Megas when its supposed to be something 'new to the Kalos region'? Before you say 'but no gen VI have been shown to have Mega forms', consider we've only been shown around 5 fully evolved pokemon so far from Kalos

They don't. You can't obtain Blazikenite through normal means
This implies you can't get it through any means, really.
Nor any of the other Mega Stones.
There's WAY too many megavolutions to get them all in game and not get Blazikenite

With Zo being Luc's counterpart for Unova it's pretty likely he'd get a Mega evolution, but the whole thing with Illusion makes it a bit trickier. It could manifest after the first hit breaks Illusion I guess, but Zoroark's so frail he'd die first or get into an opposite Archeops situation assuming the Mega form grants significant stat boosts.

Some of the other starters are tied up in legal tape because they're being used in other pokemon games. As the rights default back to GF, they'll be able to reveal more mega-starters. They're already trade-marked Blastoise and Charizard. You can read about it on Bulbagarden's fb page.
