Mythical pokemon aren't different from legendaries, so much as they're a specific type of legendary. If you have to get it from an event, or you need an item from an event to catch it, it's Mythical. That's the only difference.

I have a sliver of hope Mega Pokemon distribution is going to mean way less legendaries this time around. Like I get the sense they're meant to be potential movie and anime focus as well, but they never get around to all of them. Fucking five legendaries, maximum.

Then there has to be the Fairy legend (Mew, Celibi, Jirachi, etc) and, following muh patterns, 3 event legends.

None of those things are requirements of being a legendary Pokémon.
Legendary Pokémon can't breed to produce more of their own kind, and can't be obtained more than once in a single game. Both of these traits apply to Phione and therefore it is not a legendary.
And those are just two of the many reasons.

-of, pertaining to, or of the nature of a legend

-celebrated or described in legend

During RBY I never heard a single NPC talked about the birds at all. At least Mew and Mewtwo had mentions in the Cinnabar Mansion through books.

Most if not all other legendaries from GSC onward actually had a LEGEND behind them. NPCs actually SPOKE of them.

It isn't a requirement, the only requirement is that they are treated as legendary by the games, which may mean being banned in the battle subway or it may mean having a significant role in the plot. Anything else is just fan wank.

Legendaries come from legends, they all have some sort of lore surrounding them. In the real world we have an innumerable amount of legends and folklore, and so does the pokemon world.

That said, I wish they would do something where, throughout the game, you get little hints and stories about some colossal, all-powerful pokemon that could end the world, with an actual area related to it where you go to find it. Then when you get to the end where you would expect to finally battle it, an old man/woman (The one who told you the legend in the first place) and explains that it really is just a legend. Fill the place with rare wild pokemon and some good items so people don't bitch too much.
