Saint Seiya back in the day was merchandise driven, and yet it had a complex and compelling story. Because of it, it's a franchise that still continues today and still sells merchandise almost as much (if not more) than when it was originally released.
Just because YOU have a very low standard towards a "sell vehicle" anime, doesn't mean it is the standard for everyone else.
For my standards, even when it is meant to sell the franchise to children, the pokemon anime is a bad show. And that is because I've seen other shows meant to sell shit, and still have high production values
