So they're loosely mixing the HGSS and FRLG designs for everyone? Red, Lance, and Oak look the same because they didn't change much, if at all, between FRLG and HGSS.

Not the same anon but, OVA Means Original Video Animation. Made for TV movies fall into this category since they go on DvD at relatively the same time as its first airing.

Red's actually got a difference from the game look. Part of his jacket is black instead of red and the sides of the hat are a darker red.

The designs they're using are the designs for the new Red and Green remakes that are already in production.
