OP is referring to Legend of Thunder, which was a made-for-TV movie in Japan that aired as 3 episodes of Pokémon Chronicles in the US. And it was utter crap.

Fun Fact: In Japan they were actually just normal episodes shown in between regular episodes. Legend of Thunder was actually a direct to video release. But 4Kids skipped all of them because Ash/Satoshi wasn't in them.
