The problem isn't that JUST one Pokemon says their name, it's that ANY Pokemon say their name. Pokemon saying their names is and has always been a marketing ploy to get children to remember the names of their favourite 'mons through watching the anime, so they can tell their parents what merch to buy.

Those aren't their Japanese names. Those names were added for the localized team. Why would a Axew say Axew instead of Kibago? You see the problem. You'd have to record each languages Pokemon name if they were to do voices.
