Well, I pretty much also threw my hands up because I'm not good at making effects or summon requirements that are practical. I make junk like this with Digimon all the time, and all I do is pretty much think about what kind of level and atk/def it has, and I have a similar mentality with pokemon. What happened is that I saw a way to distribute even the lower levels, but it involved arranging basic pokes into a tier system. It pretty much would've depended on where in the game you find the pokemon, though, or just how powerful I think it should be. To me, that wasn't fair and reeks of Smogon tiers. I also started to get confused as to what should and shouldn't be L:8, and it started to get broken between junk like Rhyperior and the pseudo-legends. While I do think Rhyperior should be in the upper levels, to be that close to the pseudos doesn't seem fair to the other fully evolved pokemon, which I also could not bear to rank into tiers. It also caused me to get confused on junk that was retconned due to new evos, like how powerful should Rhydon be in comparison to others, even though it's not a final form anymore. There is something in my mind that still says Rhydon should be powerful, but not the max power anymore. It would be so close that evolving to Rhyperior would only be a one level difference or so. Maybe that was my error, because I was trying to create a pattern to how levels work with evolution, but it involved making a different pattern for certain kinds of pokemon. Perhaps just using the general idea of just using my judgment for how the levels should work for the evos. Finally, I ended up in a conundrum due to how Yugioh monsters work, and whether or not pseudo legends should be the L:8s, and what exactly constitutes a L:4. (this was mostly because the above mentality downgraded the starters to L:3, when I really feel like they should be the "main" force you depend on, and not one of the lesser monsters that are essentially support)
