Exactly. Rhydon, Kangaskhan, Nidoking, and Nidoqueen all stem from the same Capumon. Mainly Rhydon because he is famously the "first Pokémon ever designed", but the others got some traits as well. If you look at their green sprites all together it becomes undeniably obvious.

Part of Ledian's apperance is based on Pulseman, Game Freak's earlier game for the Sega Gensis (I think.) But the four armed glove thing looks too similar to that prototype artwork.

I wish we had more concept artwork like this. There were a lot of prototype monsters in Gen 3. (That Gen 4 slug thing whose name I forget was in Gen 3 IIRC.)

Numerous Pokégods originated from the GSC concept sketches that were out at that time, including Pikablu. This may or may not lend credibility to Kage No Mushi.

My personal opinion on this is that it was a standalone Pokémon, then Hitmontop was created, and this one was dropped due to similarities. Not necessarily that Hitmontop was created directly from this.

Now, the two trainers - Lots of people think they're the water and dark leaders, because of the badges they're wearing. However, there's artwork of Red wearing his Cerulean city badge the same way, so I'm ruling that out. They make the connection because the male is standing next to Tyranitar and the Turtle could very well be dark. Personally I think the badge on his hat looks more like Rock and that would explain the turtle and Tyranitar if Tyranitar was Rock/Ground once upon a time.

If you think about it Game Freak has to come up with literally hundreds of designs for Pokemon so it would make senes they have unused Pokemon concepts that become Pokemon for later generations. Pic related it's Gen 3 Gastrodon, which is alluded to in it's Pokedex entry which said in ancient times it used to have a rocky shell.

While just about everyone knows that Rhydon is the first Pokemon and that there were originally supposed to be 190 Pokemon by now, there are some other things that we can see from the list.

For example, the whole "pick one out of three starters" thing must have been a late addition, as Squirtle, Wartortle and the entire Charmander line were some of the last Pokemon to be added (the very last ones were the Oddish and Bellsprout lines, suggesting they were added late as extra version exclusives similar to Vullaby and Rufflet in gen 5).

There was a guy who asked (I believe it was) Masuda, or possibly someone else if there were 190 Pokémon in the original games, and he looked very surprised and said yes. Then he was asked if Ho-Oh was one of them and he looked confused and said no.

Aside from their likeness to Scyther, Pinsir, and Tauros respectively, I see no reason why they couldn't have been added during development. Maybe the similarities were the reason they were cut? They might have been planned to be version exclusives, like Oddish/Bellsprout or Growlithe/Vulpix.

But from Japanese to English, it's pretty easy to mistranslate phrasing. If he had said "No, they weren't planned to stay in the game" the translation could have easily become "No, they weren't in the game" without the implication that they were in the game at one point.

They were definitely removed to save space. The final release of the game only had 300 bytes of data free, which was used up when Mew was added at the last minute. There was no way anything else, pokemon or otherwise, could have been added. They were saved to be used later, but that wasn't the reason they were being taken out. Just a small translation error. Which also makes it entirely possible that Ho-Oh was planned for the first game.
