If he had brought Torterra, it would've lost just like how it did in all its other battles. Torterra hasnt won a single battle since it evolved.
Infernape was way too worn out to battle anymore, remember in the anime Pokemon don't insta-heal like in the games.
Snorlax was probably sleeping somewhere.
Swellow and Torkoal were disgraced in that battle by the writers because Swellow used to be one of Ash's top fighters, and Torkoal never used to lose battles as easy as that.
But still, Ash got the chance to take down two legendaries while none of his rivals can say they even beat one
