It's just a check for a value present in battle. You don't need a whole engine to make it happen.

The reason it doesn't happen is because that's not really how Pokemon works. Why isn't Magmar, something that can literally stand in lava, immune to fire? Because that's not how Pokemon works.

It would just be a simple if statement tacked onto Roar of Time's effect.
if celebi's species ID is the target in battle then damage = 0. Print "It doesn't affect blah blah blah"

I personally would never make the decision to put unique shit like that in Pokemon since it kind of goes against what Pokemon is as and RPG but it certainly wouldn't be hard.

I don't know how easy it would be make a specie check on a move, but I know no move has that so it's something new to add, Nintendo never tried to implant that despite inventing many gimmicks and the DS has lots of limitations, the early gen consoles having even more.
Truth is I don't think it would be hard by any means, I just don't think you know it would easy.

I have a kingdra with sniper (x3 for critical hits) and I taught it That ice move that's 40 power but it always lands cries no matter what which means its constantly hits 120 with 90 accuracy.

Is this a good idea for competitive play?

Check out your types. Get a good flamethrower or fire type mon, even if it has heatproof.
That should help push through it.
Or a Dark/Ghost type move, you want to get a powerful neutral move at minimum with a powerful attacker.

Well it's hard to believe you, unless you're doing something wrong, post a check as Phyrro recommended, maybe you got something else that could be messing things up.
Nintendo checks aren't very comprehensive, as long as there aren't illegal moves on a hackmon, chances are it will let you do random matchups.
Even then, a mawile would most likely never throw a flag, unless it was given illegal moves or an illegal ability.

If STAB affects Technician, you get 25+12.5+18.75 for the 56.25
If it doesn't, you get 25+12.5+12.5 for 50
Which doesn't sound like much, but depending on the number of hits you land, you potentially miss out on 12.5, 18.75, 25, or even 31.5 Base Damage

Well then just remember that everything in pokémon is multiplicative. Technician will multiply by 1.5 if below 60, STAB will multiply by 1.5, a Choice Band will multiply by 1.5, a crit would multiply by 2, etc. There no instance of something affecting one thing and not another.

Nah, but doing a run through of all the games in order with my gf and it's going to be a long time before we get to black and white 2, going to be resetting my copy for multiple shiny dialgas etc. and don't want to spoil the rest of the game before I properly play through it. If you want them back later, just delete the file for Pokemon Dream Radar off your DS/memory card and you'll start fresh. It'll be a pain, but it's possible to get em back.

Have you tried running their script? You may have to run it from command line, but it should tell you if your ISP is blocking them, it is blocked, there's nothing you can do. Otherwise try asking in chat for help, they're usually fairly knowledgeable.
