Something like, say, Rhydon is already mostly rock to begin with, so the fossilization process would both be much quicker, and leave more of the original creature intact as, for all intents and purposes, it's rocky exterior is an exoskeleton that would be fossilized. Additionally, we have no idea what the inside of many rock types are like, so there's a greater chance that more of Rhydon would be fossilized than a Pidgey since there's a lot more "bones" to be turned to stone, as it's already mostly stone for all we can tell.
